Under the plan, active validators still using 0x00 would be exited, while deposits that would create new 0x00 credentials would no longer be processed. Since the Capella upgrade opened a one-way conversion path, the number of 0x00 validators has fallen from about 600,000 to 9,290. The decline has slowed. Of those, 374 have not produced an attestation for more than six months, while 253 have never attested during a 14-month observation period. It says 4.45% of active 0x00 validators have been offline for at least 30 days, compared with 0.10% for 0x01 and 0.05% for 0x02. 0x01 and 0x02 validators have ways to exit and recover their funds even when they are offline. For a 0x00 validator with a lost signing key, those options can be closed. A voluntary exit requires the signing key, while an execution-layer triggerable exit needs an execution address that 0x00 credentials do not contain. At the penalty rates cited by the proposal, natural ejection for this group could take about 28 years. Not every 0x00 holder has lost access. Those who control their withdrawal key can use the existing conversion route and recover their funds in full.
